반부패 교육에 대한 고찰

국문 초록

부패는 개인적 사회적 비용을 초래하기 때문에 부패를 방지하려고 노력하고 있다. 부패 방지를 위해서는 처벌의 강화, 제도개선을 통한 부패 소지의 제거 그리고 부패방지 교육이 중요하다. 이 중에서 반부패 교육은 매우 효과적이고 강력한 부패 방지 수단 으로서 인식되어서 일찍부터 유엔, 세계은행, OECD 등이 반부패 교육을 강조하고 있다. 이 글의 목적은 두 가지이다. 먼저, 반부패 교육 현황을 조사하고 반부패 교육이 학교의 사회과나 시민교육 맥락에서 이루어질 때 효과적이라는 사실들을 밝힌다. 그리고 반부패 교육의 원리는 피교육자들로 하여금 부패의 비용과 편익을 제대로 인식시키는 방향으로 이루어져야 한다는 것을 주장한다. 사람들은 대부분 합리적인 선택을 하지만 제한된 합리성 때문에 부패행위의 비용이나 편익을 올바로 인식하지 못하는 경우가 있기 때문에 반부패 교육은 이런 제한점을 완화하는 방향으로 이루어져야 한다.

영문 초록

We know corruption is a crime which incurs cost both individual and society. Deterrence, prevention and education are three major measure for fighting corruption. Among them, education is emphasized ve ry powerful and effective. International society including UN, OECD, and Worldbank has emphasized imp ortance of education as an anti corruption measure. The purpose of the paper is twofold. First, I looked into anti corruption education in the school syste m and found that the effect of anti corruption education could be is large when it is practiced in the citi zenship education or social studies education. Second, The direction of anti corruption education should b e that individuals know and understand the cost and benefit of their corruptive behavior correctly. Altho ugh individuals try to decide rationally, their decision is constrained by the bounded rationality. Anti corr uption education, therefore, should remind individuals of even higher true cost and much smaller benefit of corruptive behavior.
