영문 초록

The purpose of this research is to study the possible ways to stimulate the development activities for the domestic tourist and resort facilities based on perspectives of laws and policies. In order to stimulate the development of domestic tourist and resort facilities, the existing laws and policies need to be amended and improved as suggested below. First of all, the government needs to establish a long-term comprehensive plan, followed by a transfer of power from the Central Government to the Local Autonomous Government from the regulatory aspects. The government also needs to provide both administrative and financial support, including tax breaks, to maximize the appeal to participate in the development projects. In addition, simplified administrative process, approval and quick decision-making by the government are needed, as well as modification of the laws that regulate the physical location of the tourist and resort facilities.Finally, effective development of tourist and resort facilities based on the combined effort between the experts and the non-experts is definitely needed to fulfill the ever-increasing leisure spending time into the new Century, as well as the desires of the public in light of increased awareness for individual pleasure-seeking, spiritual enlightenment and new work philosophy. Upon the accomplishment of the recommendations as described above, the domestic tourism industry will be transformed into an advanced industry.
