지역축협의 경영효율성 향상방안에 관한 연구

국문 초록

본 연구는 지역축협에 대한 경영효율성 향상방안을 제시하고자 하였다. 전국 중소도시형 지역축협 52개를 대상으로 2011년부터 2013년까지 3년간 자료를 평균하여 정태적 분석과 동태적 분석을 실시하였다. 선행연구와 문헌연구를 통해 도출한 투입변수는 직원 수, 판매비와 관리비, 납입출자 금으로 선정했고, 산출변수는 경제사업, 대출평잔, 예수금평잔, 영업손익으로 선정하였다. DEA 모형을 이용하여 효율성 분석을 했으며, 효율성 분석에는 비효율성의 원인이 규모의 효율성에 의한 것인지, 순수기술 효율성에 의한 것인지를 알아보기 위하여 효율성을 투입 기준으로 분석했다. 분석결과 규모의 경제 측면에서 규모유지(CRS)가 필요한 지역축협은 23%이고, 규모를 축소(DRS)해야 하는 지역축협은 6%이며, 규모를 확대(IRS)시킬 필요가 있는 지역농협은 71%였다. 규모의 경제를 달성하지 못한 77%의 지역축협은 참조 지역축협을 벤치마킹하여 비효율성을 개선할 필요가 있는 것으로 나타났다. 윈도효율성 분석을 통하여 분석한 3년간 효율성의 변동이 안정적인 것으로 나타났다. 각 DMU별 투입 및 산출 요소별로 경영효율성 개선에 필요한 목표치를 제시했다.

영문 초록

This study suggests the method of improvement of the management efficiency regarding local livestock cooperatives. Taking the 52 local livestock cooperatives of the small and medium-sized cities throughout the country as a sample, the data between 2011 and 2013 is averaged. Then, the static analysis and dynamic analysis are performed. Through the precedent study and documentary study, number of employee, sales cost, management cost, and investment payment are selected as input variables while economic business, average outstanding loan, average outstanding deposit, and business profit/loss are selected as output variables. Using DEA model, the efficiency is analyzed based on the input in order to determine whether the inefficiency was caused by efficiency of scale or by efficiency of pure technology. According to the result of the analysis, in the aspect of economy of scale, 23% of the local livestock cooperatives need a constant return to scale(CRS), 6% of the local livestock cooperatives need a decrease return to scale(DRS), and 71% of the local livestock cooperatives need an increase return to scale(IRS). It appears that 77% of the local livestock cooperatives that do not attain the economy of scale needed to benchmark the reference local livestock cooperatives in order to enhance the efficiency. Using Window model and observing the change in efficiency in recent 3 years, the efficiency seems very stable. Finally, target values that are needed for the management efficiency improvement are suggested by each DMU, which has input and output factors.
