사회과 경제교육 교과내용 체계 내 ‘통화정책’ 정위화 (正位化) 를 통한 교육체계 재정립

국문 초록

본 연구는 현행 중⋅고등학교 사회과내 경제교육 교육내용 및 내용체계에 대한 평가와 함께, 화폐금융 경제체제 내에서의 전체 경제 순환과 개인의 경제생활영위에서 중앙은행의 통화운영 및 통화정책의 핵심적 기능과 중요성을 제시한다. 이를 통해 기존의 경제교육 교과 내용 간 핵심연결고리인 ‘통화정책’을 교과내용 체계 내 정위화(正位 化)시켜 새로운 경제교육 교과내용체계의 재정립을 목적으로 한다. 경제교육은 현실의 문제 상황에 대한 의사결정의 최적성 여부로 그 효과가 측정되므로 교과내용의 체계와 내용요소 구성시 교육의 실천적 특성이 세밀히 고려되어야 하며 경제현상의 움직임과 신호를 읽어낼 수 있고 그 이면의 배경이 되는 원리와 이론이 실제의 의사결정기법과 융합되어 제공되어야 한다. 이를 위해 미시 및 거시경제의 경제교육 교과주제들이 입체적이고 상호 연관관계하에 체계적으로 배치되어 제시되어야 경제교육의 교육효과를 극대화할 수 있다. 실물경제와 금융경제 전체를 포괄하며 통화량과 금리 등 금융변수와 경제 내 수요 및 공급변수를 매개로한 통화정책은 가계의 소득, 지출, 저축, 금융 투자, 대출 등의 경제적 의사결정, 그리고 기업 및 정부의 경제적 의사결정에 직간접적 영향을 미쳐 모든 경제주체들의 경제활동 영위에 전방위적 영향을 미치는 핵심적 영향요인이다. 통화정책은 화폐금융 경제체제에서 중앙은행 단독으로 수행되는 화폐금융적 중추기능이며 정책 차원을 넘어서는 경제체제 본질적이며 근원적 역할이다. 이에 본 연구는 ‘통화정책’의 정위화를 통해 경제교육 교과내용 체계의 새 로운 구조와 개선된 체계의 기준안을 제시함으로써 향후 중⋅고등학 교의 학교 급별 수준에 적합한 경제교육 교과내용 재설계시 하나의 준거의 틀로 기능할 수 있을 것이며, 여기에 본 연구의 가치와 의의가 있을 것으로 여겨진다.

영문 초록

The objective of this paper is to propose the re-establishment of optimum structure of youth economic and financial literacy education curriculum content via positioning of monetary policy in providing a key foundation for effective economic decision-making based on learning from new inter-relationship at economic education curriculum content. The establishment and positioning of monetary policy that is most central function in financial capitalism system will play an important role in cognitive, social, and behavioral learning in economic and financial education. The monetary policy in economic system functions as a crucial dynamic inter-playing element among micro, macro, and financial economic system. Despite the importance of the monetary policy as a primary controller in financial capitalism economic system, it was not clearly explored how monetary policy cab be positioned systematically in economic education curriculum. This paper offers a new novel conceptual framework of role and function of monetary policy in the structure of economic literacy curriculum content that enabling learners to develop integral knowledge, skills, and attitudes. Much of the research in this area has focused on an independent single content topic of economic and financial literacy education within a particular domain and relations between content, resulting in a lack of systematic understanding for learners on how these educational contents develop in tandem and affect each other. This study is the first to examine the inter-relationships and dynamic interplay among monetary policy and other educational contents in economic and financial education curriculum. This study also demonstrates that economic and financial literacy education based on properly positioned monetary policy in economic education curriculum content at an early in life creates a foundation for success in future economic decision making, and examines that individuals endowed by adequate economic knowledge may better cope with economic decision making, which might contribute substantially to significant reduction of sub-optimal behavior. The conceptual framework for positioning the monetary policy in the content of economic education system proposed in this study extends current theoretical perspectives on the goals of school economic and financial literacy education.
