국문 초록

이 연구는 특수교육 보조인력 제도 시행 후 10여 년이 지난 시점에서 특수교육 보조인력의 대다수를 차지하는 유급 보조인력(국비/지방비 지원 및 자활후견기관 지원)의 제도 개선 요구에 대해 살펴보는 것을 목적으로 하였다. 전국적으로 유급 특수교육 보조인력 2,153명을 대상으로 온라인 설문을 실시하여 특수교육보조인력 제도 개선에 대한 영역별 요구와 특수교육 보조인력의 배경요인에 따른 세부 영역별 요구 차이에 대해 조사하였다. 그 결과, 특수교육 보조인력의 자격기준에 있어서는 대개 고졸 또는 대졸 이상의 학력을 가지고 시도교육청이 주관하는 양성과정의 이수가 필요하다고 생각하고 있으며, 특수교육 보조인력 선발에 대해서는 교육(지원)청이 주체가 되어 특수교육 보조인력을 선발ㆍ배치하는 것을 선호하였다. 또한, 급여 개선과 정기적인 연수기회 확대의 필요성을 제시하였으며, 평가를 통한 연수기회 확대와 보상체제 마련, 직무와 직접 연관된 교사 및 학교장 등에 의한 평가방식을 선호하는 것으로 나타났다. 이상의 결과를 바탕으로 특수교육 보조인력 제도의 개선 방향 및 함의에 대하여 논하였다.

영문 초록

The purpose of this study was to investigate special education paraprofessionals' opinions and needs for improving the current system for special education paraprofessionals. Total of 2,017 paraprofessionals nationwide participated in a survey on the opinion and needs for various dimensions of the special education parprofessional system. The subjects were all those who received their salary from the national or regional expenditure. The results are as follows: Special education paraprofessionals considerably requested to improve the current system in working conditions, in-service and training programs, as well as the scope of their support for students with disabilities. In qualification, special education paraprofessionals thought a paraprofessional pre-service program would be needed for those who graduated from a high school or higher. They demanded such programs to be enforced by local school district offices. Also the subjects wanted school district offices to be in charge of hiring and placing special education paraprofessionals. The subjects demanded salary raise, learning opportunities to enhance their capacities on a regular basis. In the evaluation, they needed to ensure training programs and rewards based on its results, which would be conducted by school administrators and teachers. The discussions and implications for improving the special education paraprofessional system were provided.
