북한이탈주민의 직업교육훈련에 관한 비판적 고찰

국문 초록

본 연구는 사회통합을 내세우며 실시되는 북한이탈주민 대상 직업교육훈련을 비판적으로 재고해 보고자 하였다. 이를 위해 기존 비판이론의 논의에서 억압에 대한 해방, 이데올로기 인식과 해체, 본질의 접근과 실천이라는 분석을 위한 관점을 도출하였다. 세 개의 관점을 바탕으로 실증적인 정책과 제도에 근거해 비판적 분석을 시도하였다. 이를 통해, 첫째, 직업교육훈련은 북한이탈주민이 처한 사회적 배제라는 억압적인 상황에 있어 해방적 기제의 역할 수행에 모순이 드러난다. 둘째, 직업교육훈련의 정책형성 과정과 직업정책이 지향하는 목표가 기존의 정책입안자의 입장을 대변하고 있다는 데 주목하였다. 셋째, 단기적이고 가시적인 성과를 창출하는 근로유인책으로의 접근은 장기적인 안목에서 문제점이 발생될 수밖에 없는 상황을 문제로 제기하였다. 이러한 논의를 바탕으로 첫째, 북한이탈주민의 직업적 요구에 근거한 정책과 제도의 변화를 시도, 둘째, 직업교육정책에 있어 북한이탈주민의 의사결정참여를 위한 제도적 장치마련, 셋째, 장기적이고 다양한 직업교육훈련기회의 제공이 필요하다는 시사점을 도출하였다.

영문 초록

The purpose of this article is to attempt to clearly identify, through the lens of critical theory, intrinsic problems in the vocational education of North Korean migrants, education whose ultimate aim is social integration. Three analytic perspectives, which were derived from the concepts of critical theory, are discussed: emancipation from the oppression, recognition and dissolution of ideology, and approach and practice to nature. The following issues for the vocational education of North Korean migrants were raised. First, roles which are seen as emancipatory mechanisms reveal contradictions in the vocational education of North Korea migrants. Second, the processes involved in the making of the policies and objectives of the vocational education systems reflect the interests of a few policy-makers who take the hegemonies. Third, the vocational education systems that function as employment incentives and seek short-time, visible outcomes may well have some potential problems when viewed in the long-term.
