영문 초록

This study researched needs and problems of expert consulting for preferential tariff of FTA, based on analyzing 10 FTA's of Korea. In results, the country of origin stipulations are so complex, and certification of country of origin needs the special knowledge of HS items classification and added value calculation. The typical group that possesses the knowledge to solve the problems appeared the customs brokers. The consulting for preferential tariff was needed by all of suppliers, exporters and importers. Both the government and nongovernment have provided relevant consulting services for them, but the service quality appeared insufficient. Concludingly, the consulting services that are complicated by the government need systematic repletions for effectiveness and efficiency.
