국문 초록

본 이 연구는 현대 중국 대학교육정책의 핵심이라 할 수 있는 211공정과 985공정, 2011계획의 탄생 배경, 주요 목표, 중심 과제를 중심으로 살펴보았다. 211공정은 1991년 중국의 8차 5개년 계획(1991~1995) 중 제기되었다. 211공정의 중요 목표는 대학교육의 질과 과학연구수준, 그리고 학교경영의 효율성을 높이는 것이다. 985공정은 1998년 5월 4일 강택민의 발언에서 탄생했다. 985공정의 주된 목표는 세계일류대학교와 국제적으로 유명한 높은 수준의 연구중심 대학교를 만드는 것이다. 이 정책을 실현하기 위한 재정은 관련 부서와 지방, 기업이 함께 마련하도록 하였다. 2011계획은 2011년 4월 24일 후진타오의 칭화대 100년 축제대회 중요한 연설에서 시작되었다. 2011계획의 최종 목표는 "국가인재급구, 세계일류"의 요구를 충족시키는 것이다. 211공정, 985공정, 2011계획은 중국 대학 교육의 근 20년간의 3대 이정표라고 해도 과언이 아니다. 211공정은 중국에 높은 수준의 대학 육성의 길을 개척하였고, 985공정은 세계 일류 대학의 육성과정을 가속화하였으며, 2011계획은 새로운 시대적 도전을 맞이하기 위한 역량을 확장하였다.

영문 초록

This paper mainly studies the reform and transition process in the modern Chinese university education, during the period of the reform and opening policy, especially, after the 1990s to corporate with the invigorating the country through science and education policy, till now. Chinese higher educational missions of reform and development can be summarized with one sentence, which is constructing the first-class university. To realize such missions, Chinese government successively implemented the University of 211 Project and the University of 985 Project policies. After achieving a remarkable result of the University of 211 Project and the University of 985 Project, Chinese government has also implemented on another important project on colleges and universities, whose name is the Plan of 2011. The Plan of 2011 is the extension of the University of 211 Project and the University of 985 Project. According to the various of requirements on Chinese higher education, three projects have their different emphasis and they also have very close relationships with each other. As result, the Plan of 211 is also the part of this research paper. By analyzing the three important projects implement background, development details, and their effects upon implementation, we have a clear look at the modern Chinese university education's development and transition process. And by implementing the strategy of rejuvenating the country through science and education, as well as innovation strategy, modern Chinese university education will step forward for a promising future.
