학교교육 개혁정책의 지속성 확보를 위한 호주의 정책결정체제 및 사례 분석

국문 초록

본 연구의 목적은 최근 학교교육 개혁을 추진하고 있는 호주의 교육정책결정 체제를 분석하여 한국교육에 주는 시사점을 탐색하는 것이다. 이를 위해 1992년 이후 학교개혁을 위해 새롭게 설치된 국가수준의 교육정책결정 조직과 기구의 기능과 역할, 구성 및 사례를 탐색하였다. 연구의 결과 연방정부 및 각 주정부 교육부장관들의 협의체인 학교교육 및 유아담당 상임위원회(SCSEEC)에서는 약 10여 년을 주기로 호주 학교가 추구해야 할 구체적 교육목표를 선언하고, 이 목표를 구현하기 위한 정책들을 만장일치로 의결한 후 협정서를 작성․공포하고 있다. 지역별 교육자치가 이루어지고 있음에도 불구하고 이러한 합의서(agreements)는 국가적으로 통일된 교육개혁 정책을 안정적이고 지속적으로 추진할 수 있는 중요한 기제로 작동하고 있다. 이상의 논의를 바탕으로 본 연구가 주는 시사점은 교육개혁 정책은 참여적 관점에서 민주적 절차와 국민적 합의과정이 담보될 때 보다 지속적이고 안정적으로 유지될 수 있을 것이라는 점이다. 또한, 학교교육의 기반이 되는 주요 교육정책들에 대한 심의기능 강화를 위해 일종의 통제 기제 구축 가능성을 탐색할 필요가 있을 것이라는 점 등이다.

영문 초록

The purpose of this study is to provide some suggestions for sustainable education policies in Korea, on the basis of exploring that of Australia. In order to achieve the aim of this study, Australian new decision-making system was analyzed, followed by examining some features of each organization included in the system. The findings of this study can be summarized as follows. A decision- making system for developing and implementing Australian school education reform policies, in which the representatives from the Federal and the State Governments participate, was developed in 1994. There are several organizations included in this system. The highest organization is the Council of Australian Government and there is also Standing Council on School Education and Early Childhood, in which Education Ministers from State Governments are members. Agreements are declared after the members discuss. The agreements functions as a mechanism that provides the policies with stability and sustainability. The conclusions of this research are as follows. Firstly, the direction and goal of school education reform has to be based on the nation-wide agreement. Secondly, there must be a procedural justification if the acting policies are to be changed. In addition, consent must be obtained from a nationwide representative organization, such as the National Assembly, to change significant school education policies that influence significantly students’ present and future careers.
