교육 평가의 오용과 남용

국문 초록

최근 교육 분야에서 평가의 확대는 평가 목적 달성이라는 긍정적인 면과 더불어 평가에 대한 부정적인 인식과 불신을 초래하고 있다는 비판이 제기되고 있다. 본 연구의 목적은 평가 불신이 평가의 오ㆍ남용 때문에 발생하는 것으로 인식하여, 평가의 오ㆍ남용을 줄이고, 평가에 대한 정확한 이해와 특히 평가 결과 활용을 바르게 하는데 있다. 연구방법으로 평가 오ㆍ남용의 개념과 요인을 고찰하고, 이에 영향을 주는 다양한 이해관련자들을 분석하여 평가 오ㆍ남용을 C형, P형, O형으로 구분하였다. 평가 오ㆍ남용의 예를 경험적 자료와 함께 제시하고, 오ㆍ남용을 줄이기 위하여 메타 평가 9가지 준거(U1, U3, U7, F2, P2, P5, P6, P7, A11)를 제시하였다. 연구결과, 평가의 오ㆍ남용이 발생되지 않도록 평가자는 고객이 요구하는 바를 이해하고, 이들에게 실질적인 도움을 주도록 노력할 필요가 있다. 더 중요한 것은, 평가자는 고객에게 평가 결과를 어떻게 활용할 것인가를 확인시켜야 한다. 그리고 평가 결과 보고서에 부정적인 내용도 모두 포함시켜야 한다. 이와 함께 미국평가학회가 제시하고 있는 평가자의 윤리 기준을 제시하였다. 결론적으로 평가의 오ㆍ남용은 평가자를 포함한 평가 이해관련자들이 지켜야 할 평가 윤리임을 확인하였다.

영문 초록

The utilizations of program evaluation have been extended and used in many fields. And then as use increases, misuse and abuse will also increase. It appears that people ignore evaluations. Some people have the misunderstanding of evaluation and disbelieve the evaluation itself. The purpose of this study is to get rid of misunderstanding of evaluation and to appreciate the evaluation correctly. To achieve this goal the definition and factor were inquired. And they were discriminated misevaluation, abuse, misuse, and misutilization of evaluation. To avoid these it was provided some criteria of meta evaluation standards which had made by Joint committee on Standards for Educational Evaluation. And some scenarios of misuse or abuses was presented. This result reveals that abuse or misuse in evaluation was generated by many stakeholder in evaluation situations. They pressure the evaluator into accepting their need. And in consideration of evaluation procedural and stakeholder, three type of misuse or abuse were provided by author. There are C-type, P-type, and O-type. And examples of misuse or abuse was presented by evaluation cases. In conclusion, it appeared that the use or abuse of evaluation is a close connection of evaluation ethics. Therefore, it is necessary that all of the evaluators in evaluation context perform the evaluation rigorously.
