국문 초록

이 연구는 지금까지 우리나라에서 행해진 '명목상의' 통합교육에 대한 실상을 법적, 제도적, 인적, 환경적, 교육과정적, 행정적 차원에서 살펴보고 앞으로 되어져야 할 제도개혁의 과제를 제안한다. 연구자는 우리나라의 통합교육은 특수교육의 한 부분으로 왜곡되었다고 강조하고 있다. 이에, 통합교육을 위하여 교사의 수행능력을 포함한 학교재구조화가 필요하며 그것을 위한 법적 및 제도적 내용 구축과 행정지원 방안의 마련이 시급하다고 강조한다. 연구자는 통합교육에 대한 개혁의 필요성을 역설하면서 다음과 같은 제도적 차원의 개혁내용을 제안한다: 첫째, 제도는 통합교육에 대한 개념적 정의를 새롭게 세워야 한다. 둘째, 제도는 '1학급 1담임' 구조를 해체 하고, 기존의 교사 수급 방향을 통합교육의 질적 수행 차원으로 돌려야 한다. 특히, 특수교육대상학생이 배치된 일반학교에는 특수학급의 설치 유무와 상관없이 특수교사가 배치되어야 한다. 셋째, 제도는 교사의 질, 수행 방법 등의 노하우 축적을 위한 체계적인 계획을 마련해야 한다. 넷째, 제도는 일반학교에 배치된 모든 학생들의 교육성과로서, 학교 후 성인생활로의 전환능력을 키울 방안을 마련해야 한다. 다섯째, 제도는 교사의 윤리 및 인권의식 함양 방안을 보다 적극적으로 마련해야 한다. 여섯째, 제도는 통합교육을 위한 재정적인 지원 방안을 개혁해야 한다.

영문 초록

The study looks into the realities of korean inclusive education based on regulation, institutional systems, manpower, physical environment, curriculum, administration regarding inclusion. And also the study suggests institutional system reforms, which should be implemented. The researcher understands that korean inclusive education is a part of special education for students with special education needed. So school restructuring process including improving teacher's teaching performance for the inclusive education. For those fulfillments, inclusion related legal working and building institutional system should be needed. Therefore, the study stresses reformation in terms of implementing inclusion and suggests following institutional system reforms: First, school institution should identify inclusion concept. Second, school institution deconstruct one teacher-one class system. And also, all regular school where the students with disabilities are placed, should have special teacher. Third, school institution should prepare the systematic plan which includes the teaching quality, implementing strategies of inclusion. Forth, school institution should prepare the strategies of successful transition for students with disabilities. Fifth, school institution should plan teaching ethics and human rights. Sixth, school institution should reform the plan of implementing financial supports.
