영문 초록

In this thesis, it is described about the limitation of coustitutional amendment. The amendment of constitution means partial reformation included some text amendments or eliminations, and enlargements, supporting the whole identity of constitution by steps of procedure of the items ruled in the constitution. And, the limitation of constitutional amendment has two theories; one is the limitation theory of constitution amendment, and the other is the non-limitation theory of constitutional amendment. But, this thesis asserts that it is proper the former, the limitation theory of constitution amendment. Because, it is necessary to keep not only constitutional government but also guarantee of value and system of democracy by constitution.
