영문 초록

Currently in the Republic of Korea, the fiscal deficits run by local governments have become a source of great controversy, and the central government is highly of such deficits. In this article I consider the causes of these local and regional deficits. Due to enormous public works projects, the deficits in the Jeollanamdo area are especially high and worsen the national fiscal situation. In this paper I insist on effective improvement plans for this problem. New public management is a good policy, and we must make the best possible use of NRR, NPRG, Best Value and so on.
