도시행정에 있어서 소셜미디어를 활용한 온라인 주민참여의 활성화 방안

국문 초록

현재 트위터, 페이스북, 블로그, 유투브 등과 같은 소셜네트워크 서비스도 일부 젊은 층과 IT 기술에 능통한 사람의 전유물처럼 되어 있으나, 시간이 흐름에 따라 정치, 사회, 문화 등 다방면에 SNS서비스가 이용될 것이다. 이러한 시대적 상황과 요구하에서 소셜미디어를 이용하여 지방자치단체에서 주민참여 활성화 방안을 제시하는 것이 본 연구의 목적이다. 서울의 강남구청, 충북의 청주시와 청원군을 대상으로 분석한 결과 아직까지는 대부분의 온라인 주민참여는 웹상에서 이루어지고, 소셜미디어는 지방행정의 홍보물 또는 알리미 정도로 밖에 이용되지 않고 있는 실정이다. 소셜미디어를 통한 도시행정에서 주민참여의 활성화를 위해서 소셜미디어의 활용분야 모색, 전담운영 조직과 규정의 마련, 부서별 세부계정의 도입, SNS이용에 대한 단계적 홍보, 정보격차수준의 해소와 같은 5가지 방안을 제시하였다.

영문 초록

Currently, though social media like Twitter, Facebook, blogs, YouTube and others are seemingly monopolized by young generations and some tech-savvy people, social media will soon be utilized over time in many areas like politics, society, culture and so on. The study intends to make suggestions to activate residential participation in local autonomous organizations by taking advantage of social media, under such contemporary circumstances and demands. As the research checked Gangnam-gu of Seoul, and Cheongju City and Cheongwon County of Chungbuk Province, most of their online residential participation is active on the Web and social media is used mainly for promotional newsletters and notifiers for local administration. The research has put forth five measures such as exploration of areas in which to utilize social media, establishment of a specialized organization and regulations, creation of specific accounts for office sections, gradual promotion of social media use and elimination of information divide, with a view to revitalizing residential participation in municipal administration through social media.
