국문 초록

제주특별자치도 자치경찰단이 2007년 2월 28일 발대식을 갖고 정식으로 출범하였다. 제주특별자치도 자치경찰이 창설된 이후 이제 6년을 앞두고 있는 시점에서 운영의 성과를 평가해보면 지역주민의 높은 관심과 호응, 업무추진 계획의 성공적 달성 등으로 자체적으로는 성공적 평가를 내리고 있지만 아직은 시범실시의 성격이 강하고, 소속 및 권한, 인력, 재정, 전문성, 근무형태 등 운영상의 쟁점이 나타나고 있다. 따라서 제주특별자치도 자치경찰이 더욱더 성공적인 제도로 정착할수 있도록 하기 위하여 자치경찰의 운영 실태를 살펴본 다음 운영 실태에서 제기된 쟁점들과 선행 연구에서 제기된 주요 쟁점들에 관하여 법․제도적 측면에서 고찰하였다.

영문 초록

On Feb. 28, 2007, the self-governing police force on Jeju special self-governing province is launched with the inauguration ceremony. By the way, at that time the self-governing police had been management for six years. At this point of time, if it estimate of the self-governing police, had estimate successful itself. but, it is well known of managemental issue that personnel matters, financial affairs, specialty, working form and so on. Therefore, it was considerate on legal-institution, about the major issue come out in the management status, for that the self-governing police for the purpose of doing settled more successful system.
