호주 고등교육질관리기구(TEQSA)의 주요 특징과 시사점

국문 초록

본 연구는 2012년부터 새롭게 접근하는 호주 대학평가체제인 고등교육질관리기구(TEQSA)의 배경, 주요 내용, 과정 등을 파악하여 현재 우리 대학평가 정책에 주는 시사점을 도출하여 유용한 정보를 제공하는데 목적이 있다. 고등교육질관리기구(TEQSA)는 고등교육질관리기구법(TEQSA Act, 2011)을 토대로 하여 설립되었고, 고등교육질관리기구(TEQSA)는 국가차원의 규정과 질 인증 환경 속에서 모든 고등교육기관에 대하여 새로운 표준 체계를 기준으로 등록, 규제, 질 관리 등을 총체적으로 담당하고 있다. 고등교육질관리기구(TEQSA)는 고등교육기관 인증, 고등 교육기관 및 프로그램 성과 평가, 질관리 우수사례 발굴 및 확산, 질 보장 관련 국가 정책의 일관성을 제공하고 있다. 따라서 우리나라에게 주는 시사점은 다음과 같다. 첫째, 글로벌시대 고등교육시장에서 국내의 고등교육기관들이 경쟁력을 확보하기 위해서는 책무성 제고를 위한 국가 수준의 질 보장 체제 구축과 이를 운용할 수 있는 정부 재정지원 확보 방안을 마련해야 할 것이다. 둘째, 고등교육의 교육력을 강화하기 위하여 교수-학습 기능을 강조하며 이와 더불어 인적·물적 지원이 뒤따라야 할 것이다. 셋째, 국내의 고등교육 가치를 제고하고 외국의 질 낮은 고등교육으로부터 학생과 학부모 등 교육수요자 등을 보호하는 장치가 구비되도록 제도적인 방안 마련이 필요하다. 넷째, 개별적으로 이루어지고 있는 다양한 평가를 체계화, 종합화하여 평가기준의 합리적 조정 및 일관성 있는 적용, 평가결과 공유 등으로 평가 주체간의 협력체계가 구축되어 효과적으로 평가를 보다 내실화할 수 있으며 동시에 시너지 효과도 기대할 수 있다.

영문 초록

The purpose of study is to provide useful information for drawing some suggestions for current Korean university evaluation policy exploring the background, main contents, and process of Tertiary Education Quality and Standards Agency(TEQSA) that is Australian university evaluation system, a new system in 2012. TEQSA was established based on Tertiary Education Quality and Standards Agency Act(TEQSA Act, 2011), and it takes charge of registration, regulations, and quality and standards using some criteria of new standard system about all higher education institutes in national requirements and quality accreditation environment. TEQSA provides accreditation for higher education institutes, outcome evaluation of higher education institutes and program, excavation and dissemination of excellent cases, and consistence of national policy related to quality guarantee. Therefore, the suggestions for Korea are as the follows. First, in order to have competition power of native higher education institute in higher education market, quality guarantee system in national level should be constructed and the way for making government’s financial support should be made. Second, for reinforcing higher education's educational power, teaching-learning function should be emphasized and personal and physical support should be followed. Finally, for reconsidering native higher education value, and protecting native countrymen from foreign higher education with low quality, systematic ways need to make.
