This paper advances Humanitarian Unification Theory as a complement of the Politico-Military or Economic unification theory. Humanitarian practices may lessen expenses caused by North-South confrontations and facilitate economic cooperation and political integration of two Koreas.
As a humanitarian practice, Korean government has focused the reunion of the divided family caused by Korean War from early 70’s. The results could be evaluated as minimal. In 2000, historical summit meeting of two Koreas revitalized the reunion of the divided family. But, humanitarian practices initiated by government would be interrupted if political circumstances change.
On a contrary, humanitarian activities of private sector have become very important in Korea from 1990’. Especially, Korean NGO take major roles in recent development of humanitarian assistance to North Korea. However, the activations of Korean NGO could be contributed by the government’s policy change toward North Korea.
As a conclusion, this paper argues that the cooperation between GO and NGO is necessary to enhance the effects of humanitarian practices. And the most important function of the Korean NGO lies in as a field of practicing social integration to the Korean people.
