개별공시지가 담당공무원 교육의 문제점과 개선방안 연구

국문 초록

본 연구에서는 국토해양부에서 실시하고 있는 개별공시지가 담당공무원의 교육 현황을 전체적으로 분석하고 타 직무교육과의 비교 등을 통해 개별공시지가 담당공무원에 대한 교육의 문제점을 도출한 후 이에 대한 개선방안을 제시 하였다. 개별공시지가 교육의 문제점으로는 교육인원 및 횟수의 부족과 교육과정 및 교육기관의 부족으로 단조로운 교육의 문제점과 개별공시지가 조사․산정지침 시달 교육 또한 비전문 강사에 의해 형식적으로 매년 반복 운영되고 있어 교육의 기대효과는 거의 없는 실정이다. 개선방안을 제시하면 먼저 국토해양인재개발원의 교육인원 및 횟수 확대로 담당공무원들이 2∼3년에1회 이상 이수 하도록 교육이수 비율을 33%이상으로 하고 교육 횟수 또한 10회로 늘려 업무에 지장 없는 시기에 교육을 참석할 수 있을 것이며, 다음으로는 사이버교육 등 다양한 교육과정 및 교육기관을 신설하여 담당공무원이 자기역량 및 참여하기 용이한 교육과정과 교육기관을 선택할 수 있도록 하여 할 것이다. 끝으로 차기년도 개별공시지가 조사․산정지침 시달 교육도 전문 교재개발 및 강사양성을 하여 국토해양부에서 직접 소집 또는 전국을 순회하면서 교육을 실시할 것을 제시하였다.

영문 초록

This study firstly analyzes the overall education trends of the public officials taking part in Official Land Price appraising affairs under the supervision of Transportation and Maritime Affairs, and then to suggest the better educational system it indicates its problems and strategies of duty training throughout making a comparison with others. Several problems were found and it is difficult to expect effectiveness of duty training due to such factors like insufficient educational facilities, lack of participants, materials, and competent instructors as well. In response to these problems, this study suggests a number of strategies. First, The Training Institute for Land Transportation and Maritime Affairs (MLTM) should increase the opportunity to accommodate more trainees. When MLTM provides the duty trainings, the training participation rate should be more than 33% and more than 10 times a year. Second, it is imperative that MLTM establish other sources of educational approaches such as Internet or cyber tutoring. Finally, the Transportation and Maritime Affairs need to consider creating a task group who specialized in tutoring Official Land Price appraising Affairs in nationwide.
