This article is a study on the practical diplomatic states between Balhae and Japan focusing on the diplomatic friction which arose during the later reign of king Moon in the late 8th century. First, it is observed the international momentum that made Balhae take a highhanded policy over Japan with a change of Tang’s situation since AnSa’s Rebellion. Then it is claimed that the diplomatic friction between the two related to the form of a sovereign’s message Balhae’s envoy took arose in the process that Balhae was trying to show a Balhae-respecting view over Japan. And it is observed how Japan, claimed to stand for Heavenly King, dealt with Balhae’s highhanded manner.
Japan gave the relationship with Balhae much more weight in spite of the diplomatic friction with Baklhae. Against Balhae’s highhanded manner Japan dealt with positively smoothing through the diplomatic compromise and excusing it by saying “It was not fault of the envoy” Despite the diplomatic friction between the two, Japan’s positive counter-move like this could be supposed to have an economic aim rather than political aim. Since the trade between the two was increasing. Japan, in a situation where the relationship with Shilla was getting worse, could not help depending on Balhae’s intermediate trade. In short, Because of the trade with Balhae, Japan could not but accept the diplomatic policy of Balhae in spite of its firm manner toward Japan in the late 8th century.
