영문 초록

Nakai-Kinzo 1906 April “Korea Kando Management Plan” Drew up. Nakai investigated Kando. The person who investigates Kando was 8 people. Koreans Kando as Korea territory is because doing. At that time Japan extorted the diplomatic right of Korea. Japan judged that the diplomatic right of Korea is in Japan. At that time China was exercising the jurisdiction Kando. Japan snatches Kando in China. So Japan information investigation was necessary about Kando. Nakai-Kinzo planned Kando investigations most first. And practiced an investigation. Nakai-Kinzo reported that investigates in Ito hirobumi and hasegawa judo. Ito took charge of Kando policies actually. The investigation contents with afterwords is same. Kando are not the Chinese territory and Korea territory. Kando the land was wide, Nakai judged that will be able to develop Kando. Abandons Kando territory main hoisting, that takes Kando profits instead of. The above is investigation contents. This was identical with Kando policies which the Japanese government propels.
