The Gangnam district of Seoul is known to be ‘special’, or extraordinary in that it exercises a centrifugal power in private sector education. It is known that Gangnam students’ achievement of English is higher than in other areas, mostly by out-of-school supports. A serious problem related to this is that achievers beyond the national curriculum level are rapidly increasing, and underachievers are as well. The gap between overachievers and underachievers is enormous, which causes a lot of educational and social problems. In this research, two different types of questionnaires were administered to 172 teachers and 2,860 parents in the Gangnam district to find out their perceptions and expectations of elementary English education. From this survey, 3,032 questionnaires collected from 52 elementary schools in the area were analyzed and discussed. The result has revealed a big gap between the level of the current curriculum of English, and teachers’ and parents’ expectations. This research underscores the need for government-level measures both for overachievers and underachievers, including customized lesson plans and level-differentiated teaching materials.
