국문 초록

본 연구의 목적은 토지은행제도의 활성화를 위한 방안을 모색하고자 함에 있다. 토지은행제도의 조기정착과 활성화를 위해서는 토지가 공공재라는 사회적 인식을 확대할 필요성이 있으며, 토지은행제도의 적극적인 홍보를 통해 제도 도입의 필요성을 널리 알리고, 공익사업의 원활한 수행을 위해 반드시 필요한 제도라는 도입의 당위성을 부각시켜야 한다. 그리고 장기적ㆍ종합적ㆍ체계적인 수급조사계획을 바탕으로 정확한 비축수요예측ㆍ적정보상을 통한 취득ㆍ합리적인 토지매입을 통해 실효성 있는 적정규 모의 토지가 적기에 비축될 수 있도록 하기 위해서 토지비축위원회 산하에 실행기구로서 “토지시장검토위원회”와 “토지비축검토위원회”를 두어 상시적인 기구로 운영할 필요가 있다. 향후 토지은행제도가 정착하기 위한 재원조달ㆍ관리ㆍ공급ㆍ비축토지에 대한 세제의 개선방안 등 구체적인 실천전략의 수립과 발전적인 실행에 관해서는 후속적인 연구가 필요하다.

영문 초록

The purpose of this study was to suggest on the method of activation in the Land Banking System. For the early settlement and activation of land banking system in the future, social recognition which is that the land is the public facilities needs to be expanded. The need of introducing system can be done through the active publicity about land banking system and introducing appropriateness should be characterized as an essential plan for effective performance of public affair. Also, effective proper-sized land should be banked in proper period from reasonable purchase of land and the acquisition through accurate land banking/demanding forecasting reasonable compensation based on long-term/overall/systematic supply-demand prospect. This can be achieved by having "land market review committee" and "land banking review committee" as action organization in land banking review committee-affiliated to use as regular organization. land market review committee offers the information about the analysis, decision, and prediction of market trend while land banking review committee makes decisions on the budget scale for reserve, set-up of reserved land, purchase, supply price, land for reserve, reserved place and others based on the offered information. Further research is needed for establishment of detailed practical strategies and expansive actions such as the improvement of tax about financing, management, supply and reserved land for settlement of future land banking system.
