지적기술사 자격제도의 도입경위와 발전방향에 관한 연구

국문 초록

본 연구목적은 기술자격에 관한 법규의 제정과 개정연혁 및 지적기술자격제도의 도입경위와 발전과 정을 규명하고, 지적기술사 자격취득현황을 조사ㆍ분석하여 문제점을 도출하고 발전방향을 제시하는데 있다. 연구결과 기술사 자격제도는 1963년에 기술사법을 제정함으로써 신설되었으며, 지적기술사 자격은 1973년에 국가기술자격법을 제정하여 탄생하였다. 지적기술사 자격시험은 1977년부터 시행하였는데, 1988년에 최초로 2명의 교수가 합격하였으며, 2010년 말까지 1,253명이 응시하여 155명이 합격한 것으로 분석되었다. 지적기술사 자격에 관한 문제점은 응시자가 적고 업무영역이 모호하며 자격취득자에 대한 처우가 미흡한 것으로 분석되었으며, 발전방향으로는 처우 개선과 더불어, 업무영역을 명확하게 규정하고, 지적측량성과 검사기관의 신설, 지적기술사의 채용 방안 등을 적극 검토하여 지적기술사자격시험 응시자의 폭을 점진적으로 확대하여야 할 것이다.

영문 초록

The purpose of this study is to investigate enactment and revision history of laws, introduction details and development process of Cadastral Professional Engineer system and then to deduce the problems with survey and analysis of Certification status of Cadastral Professional Engineer and to suggest the direction of development. Professional Engineer is established by enacting consultant engineer law in 1963 and Cadastral Professional Engineer was established by enacting National Technical Qualifications Act in 1973. Cadastral Professional Engineer qualification examination has been performed since 1977 and first two faculty members were passed in 1988 for the first time and 155 people have passed among applying 1,253 people until the end of 2010. The problem concerning Cadastral Professional Engineer is that the applicants are not many and work boundary is vague and treatment for those who have the qualification is not good. Cadastral survey and inspection agencies and review for employment method of consultant engineer are required to expand the applicants of Cadastral Professional Engineer gradually.
