1. CONTENTS
(1) RESEARCH OBJECTIVES
This research aims to analyze the current status of the confederacy style project financing, find the causes of problems that result in project delays, and to propose formation of an ideal relationship among parties by transforming conflicts into symbiotic value.
(2) RESEARCH METHOD
With Yongsan International Business District as the select case, cash flows as well as share structure and roles of financiers and investors are analyzed with a focus on financing processes and methods.
(3) RESEARCH FINDINGS
Although the cash flow was improved after changes in the contract among involved parties, financing was failed due to the refusal of the construction company to enhance credit. Therefore, a new type of asset backed securities with credit enhancement was formed, and self-financing was made through preselling of assets.
2. RESULTS
First, since the purpose of the confederacy style project financing lies not in the housing stability of the general public, but on creative city formation, the upper limit for sale price must be eliminated. Second, as the principal agent of the confederacy, the public organization should ease the conditions for property sales to attract private parties. Third, it seems that construction and financial investors will break away from leading roles, which will be replaced by the PM. Finally, the credit enhancement methods of PF ABS are expected to become diversified.
