영문 초록

As the population of the aged increases in rural areas, together with changes in internal and external environments of rural villages. They're demanding better and better service, making the existing communal facilities and services fall far below their satisfaction there should. There have been some noticeable changes in the usages by, and centerpiece role in daily lives of rural villagers. Above all, some communal facilities have been suffering from lack of patronages, therefore lying idle and collecting dust, Other facilities have not been adequately supplied to meet increasing demands. This means that we need to establish the frame of communal facilities development for the villagers, for both present and future users, in step with ever diversified demand on the communal facilities. In light of such necessities, the objectives of this research focuses on two categories. Rural villagers, usage of, and preference for communal facilities are examined in detail and a number of policy suggestions are presented. Therefore, the MAF has a major responsibility for communal facilities development in rural areas, because rural villages are a basic industry of the countryside and farmers are the majority group of rural residents. Efficiency of the rural communal facilities development policy including agricultural development can be enhanced through the integration of various small projects operated by separate government ministries. However, related laws and budgets also should be reformed to support effective operation of these new administrative systems.
