미국의 교사자격 기준관리 사례 분석과 정책적 시사점

국문 초록

최근 2008년과 2009년 학교자율화 정책들이 연속적으로 발표되면서 시․도교육청과 단위학교의 교육과정 편성, 재정 및 인사권 부여 등에 대한 자율적 운영을 강화하고 있다. 정부의 학교자율화 정책 강화에 따라 교사의 질을 체계적으로 관리하는 것이 국가적 과제로 부각되었다. 모든 교사들에게 공통적으로 적용될 수 있는 직무수행 기준의 영역과 내용에 관한 개발이 요청되고 있다는 점에서 교직의 전문성과 교사의 자격기준의 의미와 내용 등을 살펴보았다. 미국은 교사의 자격증 취득을 위한 국가수준의 자격기준을 마련하여 양성과정과 신규 임용, 연수, 평가, 보수 등의 기준으로 다양하게 활용되고 있다. 미국의 신규교사와 경력교사, 퇴임교사들에게 적용되는 교사 자격기준이 무엇이고 어떠한 과정을 자격을 취득하며, 교사의 질은 어떻게 관리되는 지를 분석하였다. 앞으로 교사의 질 관리에 정책적 노력이 집중된다는 점에서 미국의 교사 자격 기준 내용은 우리나라 교사자격 기준 개발(교육과정에 기초한 교사자격기준 개발, 교사인사정책과 연계된 교사자격체계, 현직교사자격증 질 관리 강화, 교원양성기관 평가결과의 양성기관 교육과정 프로그램 반영, 국제수준의 자격기준 개발)에 유용한 정책적 시사점을 제시하였다.

영문 초록

The purposes of this study is to analyze the teachers’ certification system based on a systematic management of teacher professionalism in the United States and Korea. Teachers’ certification system has been a topic of major concern in Korea, Korean Government recently considered to reform the school auto-policy since 2008-2009. Thus this study has been analyzed into the meaning and qualification standards, qualification conditions for the development of professionalism, professional attributes of the profession and qualification management trends, procedures for certification and achievement of qualification, types and standards of teachers’ certification in United States. This study has exploring the alternative implication of korean teachers’ certification system by analyzing many related the functions and conditions of the qualification standards on the teaching profession in the United States. Also the contents that appear in the teacher qualification of the United States were explored in order to determine the weaknesses in korea that must be complemented teacher policy. Based on the analysis of teachers’ certification system in the United States, following implications were drawn for the development of korean teachers’ certification system.
