미국교육복지정책의 변화

국문 초록

본 연구의 목적은 미국의 교육복지정책의 시대별 특성과 변화과정의 쟁점을 분석하여 우리나라 교육복지정책의 시사점을 도출하는 것이다. 이를 위해 본 연구는 1965년에 제정되어 최근의 아동낙오방지법에 이르기까지 미국 교육복지정책의 근간을 제공하고 있는 초중등교육법 제1편의 변화과정에서 나타난 특성과 쟁점을 중심으로 분석하였다. 이와 같은 분석이 주는 시사점은 첫째, 교육복지법 제정의 필요성, 둘째, 교육복지에 대한 사회적 합의의 필요성, 셋째, 교육의 형평성과 수월성을 고려한 균형 잡힌 정책 수립 및 실행, 넷째, 지속적으로 교육복지정책을 평가할 수 있는 국가단위의 평가체제 개발의 필요성, 다섯째, 일관된 교육복지정책 시행을 위한 장치마련의 필요성이다.

영문 초록

The purpose of this study is to analyze characteristics and issues on the change of education welfare policy in the U. S and provide significant implications to Korean education policy. To achieve this purpose, this study focuses on expecially the change of Elementary and Secondary Education Act Title Ⅰ that has provided the fundamental foundation of education welfare to the U. S. since it was established in 1965. As a result, this study suggests four implications to Korean education policy. First, Korea society needs to establish the educational welfare law. Second, Korea society needs to reach the social agreement on the notion of education welfare at first. Third, Korea government need to consider the balance between educational equality and excellence when she executes education policy. Fourth, Korea government should establish a national institute for assessing education policy continuously without regard to the change of regime. Finally, Korea government need to establish the political mechanism to sustain consistent policy.
