국문 초록

공예문화산업은 문화적 가치를 상품화하여 유통시키는 국가경제의 주요한 기간산업으로, 소비자의 신뢰확보를 위하여 공예문화상품에 대한 품질인증제도가 필요하다.국내의 경우, 문화산업진흥기본법과 시행령, 그리고 시행규칙에 인증제도의 방향과 방법, 그리고 관리방안에 대해 규정하고 있으나 세부 규정을 제시하지 못하고 있으며, 중소기업청의 민속 공예품 품질인증제도만이 법적 구비조건을 갖추어 시행하고 있고, 소수의 인증제도는 기관별로임의적으로 운영하고 있는 실정이다.그러므로 본 연구에서는 우리나라 공예문화상품의 인증제도를 구체화하고 시행계획을 수립해야 한다는 견지에서, 현행 관련법과 제도의 현상을 진단하고, 이미 공예문화상품인증제도를 시행하고 있는 영국 등 해외 13개 선도국가의 법과 제도를 분석하고 비교하여, 도입내용과 개선방안을 제시하였다.

영문 초록

In order for the domestic craftwork industry to commercialize, distribute cultural value and take its firm position as a major key industry for the national economy, it needs a certification system of cultural craftworks to acquire confidence from consumers. The Government has cultural industry promotion basic law and enforcement decree and enforcement regulations, which stipulate its direction and methods and how to manage the certification system, but only the Small and Medium Business Administration has proper legal conditions for folk craftwork quality certification system and other some certification systems have been arbitrarily operated by individual organizations. From the viewpoint of the need to concretize the certification system of Korean cultural craftworks and set its enforcement plan, I studied the relative laws and analyzed and compared the laws and systems of 13 countries including UK which have already introduced craftwork certification system, and suggested improvement measures.
