국문 초록

우체국은 공공기관으로서 공익을 위하여 서비스를 제공하는 측면이 강하다. 하지만, 변화하는 환경 속에서 지속적인 성장을 위해서는 경영혁신이 강하게 요구된다. 이를 위해 우체국의 효율성을 파악하고 제고하는 것은 무엇보다 필요할 것이다. 이 연구는 DEA(Data Envelopment Analysis)기법을 이용하여 전남체신청 산하의 26개 총괄국의 금융(예금ž보험) 효율성을 평가하는 데 그 목적이 있다. Chames, Cooper and Rhodes (1978)에 의하여 고안된 DEA는 비영리기관의 경영 효율성 평가에 사용되어 왔으나, 최근 금융산업의 지점 평가에도 많이 사용되고 있다. DEA는 다수의 투입요소와 산출물을 가지는 대상의 효율성 평가를 가능하게 하며, 투입물과 산출물간의 함수형태를 가정하지 않아도 되는 모형이다. 이 연구는 DEA를 이용하여 우체국 금융의 효율성 분석을 실시하였다. 분석 결과 각 총괄국의 비효율적 운영구조가 확인되었고, 이를 통하여 비효율적인 총괄국의 운영구조의 개선방향이 제시되었다. 또한 본 연구는 우체국 금융 효율성에 잠재적 영향을 미칠 수 있는 변수를 선정하여 회귀분석을 실시함으로써, 금융 효율성에 통계적으로 유의하게 영향을 주는 변수를 판별하여 효과적인 우체국 금융활동을 위한 유익한 정보를 제공한다.

영문 초록

The purpose of this paper is to analyze the efficiency of regional center post offices. We use the DEA (Data Envelopment Analysis) model to measure efficiency and the OLS regression to analyze factors that affect the efficiency of post offices. We utilize 26 regional center post offices from Jeonnam Regional Communication Office and the time-series data from 2005 to 2007. The empirical results show the followings. First, out of 26 regional center post offices, 17 of them are found to be inefficient for deposits and 16 of them are inefficient for insurance in 2007 in the CCR model. For the BCC model, the results show that 13 of them are inefficient for deposits as well as insurance in 2007. The similar results are found in 2006 and 2005. However, the variation in efficiency is much greater for insurance than deposits. Second, for the scale efficiency, the results show that there are 17 inefficient regional center post offices for deposits and 16 inefficient ones for insurance in 2007. The results for 2006 and 2005 are very similar. Finally, the regression results suggest that while factors such as IT, number of large deposit holders, and income level enhance the efficiency of regional center postoffice, total labor costs, finance-related operating expenses, number of branches, and number of the National Agricultural Cooperative Federation branches have a negative impact on the deposit efficiency. For the insurance efficiency, number of branches, number of full-time finance-work only employees, and commission are factors that increase the efficiency, but factors that are finance-related operating expenses, number of full-time office sales representatives, total sales representatives, total policy premium are negatively related to the efficiency. Overall, this paper identifies inefficiency among regional center post offices and provides a potential way to enhance the efficiency by using the DEA model.
