영문 초록
This article aims at researching the relation between elite and
democracy at the viewpoint of transformation in Eastern Europe at the
case of Poland and Hungary.
After the breakdown of the communist regime in Eastern Europe the
era of transformation is opened. The era of transformation correlate to
the question of the division of elite at the one hand and the
consolidation of democracy at the other hand. This subject can be again
subdivided into the problem of the circulation, recruit, reproduction of
the elite and conflict of the old and new elite. In other to say, the
discussion about circulation or reproduction of elite can be replaced
wether old elite can sustain their power position at the new era of
transformation or new elite occupy the power position of the old elite.
We can now summarize the above-mentioned study on elite. In
1989-1990 took place the system-change in Eastern Europe. The
system-change caused the regime-change. Regime-change means at the
same time the change of elite. A important point as regard to the
system-change which is resulted in the elite-change is that the many of
new elite are recruited from the old elite, i.e. “nomenclature”. Owing to
this point we are interested at the new configuration of elite at the era
of transformation. In this context we can ask some questions? How
degree happened the change of elite? Or wether the continuity of the
old elite can make danger of the new era of democracy.
In order to answer these questions, I have used the empirical data
which is performed in 1993. After analyzing this date we can conclude
that the old elite may not be dangerous to the development of
democracy and capitalism at the new era of transformation. Another to
say, democracy and capitalism is not till now fully developed. This
means that democracy in Eastern Europe is nowadays half done.
