「장애인 등에 대한 특수교육법」에 대한 초등학교교사의 인식 연구

국문 초록

특수교육의 근간이 되어왔던「특수교육진흥법」이 2007년 5월에 전면 개정되어 2008년 5월부터「장애인 등에 대한 특수교육법」이란 새로운 법제명 아래 단계적으로 시행을 하고 있다. 이 연구에서는 특히 특수학급 다수 설치 등으로, 통합교육이 활발하게 이루어지고 있다고 판단되는 초등학교 교사들의 개정된 특수교육법에 대한 인식을 분석하여 내실 있고 효율적인 통합교육을 모색함에 궁극적인 목적이 있다. 초등학교 교사의 개정법에 대한 인식의 연구를 위하여 특수학급이 있는 초등학교와 특수학급이 없는 초등학교 교사들을 연구대상으로 하였으며 개정된 법에서 통합교육과 관련이 있는 내용을 설문하였다. 설문내용은 특수교육법의 개정에 대한 인식, 특수교육대상자에 대한 인식, 개선된 통합교육에 대한 인식이었다. 연구 대상자들은 초등학교 교사와 특수교육법의 관련성, 특수교육의 중요성은 많이 이해하고 있었으나 특수교육법의 개정 과정과 개정 내용에 대한 인식 수준은 낮은 편이었다. 또한 특수교육대상자의 확대 방안이 통합교육과 일반학교에 많은 영향을 끼치리란 것은 예상하였으나 특수교육대상자에 대한 이해도가 낮은 편이었다. 통합교육의 발전 동향은 잘 알고 있었으나 통합교육의 내실화 방안은 부담을 느꼈으며 성공적인 통합교육을 위해 보조인력 지원, 특수교육운영지원센터 운영 등 국가적 책무성을 많이 기대하였다.

영문 초록

「Special Education Law」 was instituted in May 2007 with its new legal name 「Special Education Law of Individuals with Disabilities and the like」 and will soon go into effect in phases. This research, which of the ultimate goal is to help substantial and responsible inclusive education, investigated the elementary school teachers’ recognition of the new law. Both the teachers in schools with special classrooms and the teachers in schools without special classrooms participated in this research, which was about the recognition towards the law, the special education recipients, and the revised inclusive education. The research results show that understanding on the relevancy between the teachers and the law and the importance of special education were satisfactory, but understanding level of the amending process and the amended content about the law was poor. Also, understanding level of special education recipients was very low even though the plan to increase the recipients would greatly effect the inclusive education and regular schools. They felt the burden of the plan that makes the inclusive education substantial. And for the successful inclusive education, they expected great governmental help and responsibility such as supporting to increase the number of classroom assistants and establishing and administrating the special education support center.
