우리나라 특수교사 양성과 수습(需給)의 쟁점

국문 초록

본 연구는 현행 우리나라 특수교사 양성과 수급상의 주요 쟁점을 체계적으로 다루고자 수행되었다. 21세기 새 시대의 변화요구에 부응하여 우리나라 특수교사 양성은 통합교육에 대응하고, 교과교육을 재정립하고, 장애당사자 중심성에 입각하여 특수교육 전문성을 제고하고, 다문화가정아동에 대한 특수교육적 지원과 통일에 대비하여 특수교사교육을 통합하는 방향으로 개선되어야 한다. 최근 우리나라는 특수교사 수급면에서 특수교사 양성은 수적으로 엄청나게 증가한 반면에, 그들의 임용수요는 계속 줄어들고 있어 교사수급 면에서 엄청난 파행성을 야기하고 있다. 따라서 특수교사 양성대학(원)은 양질의 교사를 길러내기 위한 책무성(accountability) 관리에 더욱 엄격해야 하는 반면에, 국가 차원에서는 정책적으로 교육복지와 교육정의 실천을 위한 우선책으로 특수교육 지원을 집중적으로 강화해 가야 할 것이다.

영문 초록

This paper was conducted to present the issues on preparation and supply/demand of special education teachers in Korea. In our country, main issues in the preparation of special education teachers involve the reforms toward inclusive education, reconstruction in education if subject matters, supporting for children with multi-cultural background, and provision for the unified system in south/north Korea. Currently, an excessive supply in the preparation of special education teachers is a serious problem. In the other side, the reduced demand to employment of special education teachers is sitting on a serious situation. In this respect, I recommend the following three aspects. First, for accountability to prepare the highly qualified teachers for students with disabilities, the teacher education must be restructured forward the competency-based programs. Second, the certification of special teachers should be constructed as the renewal system by the continual in service education. And finely, public policy for children with disabilities should be had a priority for educational justice and equality.
