국문 초록

항운노조가 2005년 비리수사를 계기로 개혁을 추진해 온지 3년이 넘었으나 현재까지 전반적인 개혁이 지지부진한 가운데 내부에서 개혁방안에 대한 논란만 지속하고 있는 것으로 알려지고 있다. 항운노조가 개혁과제를 체계적으로 정리하는 것이 시급히 요구되고 있으나 이에 부응할 수 있는 연구는 별로 이루어지지 않았다.이러한 문제의식에서 본 논문의 목적은,부산항운노조를 연구대상으로 삼아,주로 문헌연구를 사용하여 체계적인 실태분석을 토대로 개혁과제를 제시하는 것이다. 부산항운노조가 내부운영의 개혁을 추진하는데 고려해야 할 내부조건의 실태와 외부환경 전망을 살펴본 후 현재 개혁의 과정 중에 있다는 점을 고려하면서 2005년 이전에 비해 2006년 이후에 변화된 것 중 구조적인 것을 중심으로 살펴보았다.그 결과,부산항운노조는 개혁을 3년동안 추진해 왔지만,관행의 관성력이 개혁에 대한 저항으로 나타나 현재까지 전반적인 개혁이 지지부진한 가운데 과거의 퇴행양상들이 나타나기도 한 것을 볼 수 있었다.이러한 점을 토대로 간부중심체제에서 조합원중심체제로 전환하고 시스템적 민주체제를 구축하는 내부운영의 개혁과제들을 제시하였다.

영문 초록

Although Port Trade Union(PTU) has driven forward the reformation with 2005 criminal investigation on the irrationality as a momentum, it is said that until now general reformation make very slow progress and there are only many arguments about reformations cheme. Although to arrange PTU's reformation tasks systematically is needed urgently, studies that meet this need have not implemented particularly. Based on the critical mind on this state of study, the purpose of this study is to suggest reformation tasks in internal operation of Busan Port Trade Union(BPTU) as study object in the basis on systematical analysis of reality in use of literature review mainly. After this study examined the reality of internal condition and the prospect of external environment to be considered in process that BPTU drives internal operation reformation, this study examined the change since2006in comparison with reality before2005 in focus on the structural change in consideration with being in reformation process. As the results of examination, this study found that BPTU's general reformation for 3 years has made very slow progress and many retrogression aspects have turned up. Based on these findings, this study suggested internal operation reformation tasks that purpose to transform the leaders-centered system to the member-centered system and construct systemic democratical trade union.
