This paper intends to translate and explane the text and the main subjects of the Treaty establishing a Constitution for Europe(`European Constitution`) signed by the Rome European Council on 29 October 2004 and the possibilities of its ratification.
The European Constitution is composed of preamble, five main parts, and protocols and declarations. Among the issues, this paper translates the provisions of the Part I, Title I `Definition and Objectives of the Union` of the European Constitution, and explains some main issues especially definition and objectives of the European Union(Union), fundamental rights, competences of the Union, institutions of the Union, and simplification of legal acts of the Union.
And this paper explains some essential issues of the Part I, Title I of the new Constitution. This work is useful for understanding the key terms and concepts of the European Constitution.
