자격보유자의 실태와 자격의 취업 및 임금효과

국문 초록

  우리나라의 자격은 노동시장의 수요를 제대로 반영하지 못하고 있으며 활용성과 유연성을 확보하지 못한다고 한다. 이에 본 연구는 자격의 활용을 높이는 여러 가지 방안을 마련하고자 한다.
  우선 자격의 교육수준, 기술, 전공, 지식대비 일자리적합도 효과를 분석하여 과연 자격보유자가 자신의 교육수준, 기술, 전공, 지식 동에 맞게 직무에 종사하는 지를 확인하였다. 또한 대부분의 기존연구에서 자격의 취업효과만을 분석한데 반해 본 연구는 자격이 정규직근로 여부 임금근로 여부 등의 결정에 영향을 주는 지 자격의 질적인 분석을 실시하고자 하였다. 이외에도 자격의 임금효과와 이직효과를 분석하였다.
  분석결과 자격은 취업에 도움이 되며 자격보유자는 자신의 교육수준, 기술수준 등에 맞게 현 직무에 종사하는 것으로 나타났다. 또한 자격보유는 임금과 임금근로취업에 긍정적인 효과를 주는 것으로 나타났다. 반면 자격보유자의 정규직취업과 이직효과는 자격의 종류에 따라 다른 것으로 확인되었다. 이에따라 충분한 정보제공 등 자격의 활용방은을 제시하였다.

영문 초록

  In Korea, It is said that professional qualifications don"t reflect exactly the demand of labor market and don"t secure the availability and flexibility. So this study is trying to prepare several plans to increase the availability of professional qualifications.
  Firstly, by analyzing the effect of employment appropriateness against the level of education, technique, major, knowledge we verified whether professional Qualification possessors are working in the suitable job. We have also tried to analyze Qualitatively whether the professional Qualifications have an influence on the determination of regular worker, wage worker or not, while most antecedent studies analyzed mainly the effects of professional qualification on employment. Besides we analyzed their effects on wage rate and turnover.
  As a result, we get acquainted with the fact that the possession of professional qualifications helps individuals to get the job and that the possessors of professional Qualifications are performing their duties in line with their educational level, technique level, and so on. This study also revealed that the possession of professional Qualification has a positive impact on wage rate and employment of wage worker. On the other hand, we checked up that the regular employment and turnover effect of qualification possessor depends on the type of qualification. So we proposed several plans for practical use of professional qualifications with the sufficient information offer, and so on.
