영문 초록

  Public projects including land development bring about compensation problem, which is so sensitive that sometimes can trigger public complaints. Especially for a large scale of public projects, tenant comoplaints can reach to a serious level that can lead to a violent demoanstrations. We will look through a couple of public complaints cases to find out problems concerning tenant compensation.
  Two proposals are suggested in the following to solve those problems.
  First, substitute housing scheme for tenants has to be establised.
  Secondly. positive tenant compensation measures should be taken. With these measures, public projects can be much more easily carried out.
