There are concurring problems concerning branch stores in the suburbs of big stores like Wal-mart destructing community, economy and environment of existing community. In order to cope with these problems, there is a dissemination of the idea that regional cooperation between the regional government and the residents can generate fundamental solutions as it can be seen from the examples of Main Street Program and improvement of Business Improvement District(BID).
Main Street Program is developed by National Trust Main Street Center, which is the subordinate part of National Trust established in 1949. It is a extensive "program set for revitalization of downtown in order to realize restoration of historical buildings, communities and regional economies.
BID makes the owners of real estate within the community pay certain amount of assessment to conduct programs for revitalization of the community, with the object of solve vacantization of the downtown including the problems of crime, sanity and migration of people and industry. Therefore, the owners of real estates who are supposed to pay the tax are also the ones who are benefited from the improvement, and the regional community collects tax from the owners. Likewise, BID shows a good example of making organizations and stable supply of funds for the improvement of the community.
The revitalization systems for American downtowns implicate the issues as follows:
1. It requires response from the citizens to set up new plan for revitalization.
2. It is required to recognize and improve the problems of current system.
3. It is needed to set up revitalization strategy based on the partnership between the government and the residents.
4. It is essential to seek for the reasonable way for the supply of finds required for the system.
