국문 초록

  고령친화적 고용정책은 고령화에 따른 인력부족 문제와 부양율 문제를 완화한다는 장점이 있지만, 이를 위해서는 고령자 고용장벽을 완화하거나 제거해야 한다. 영국은 이 장벽을 완화하기 위해 노력하면서, 고령자 뉴딜을 통해 고령자 고용확대를 시도했다. 그렇지만 그 과정에서 복지제도를 고용과 연계시켜 축소하고 노동시장을 과도하게 유연화시켰기 때문에, 고령자 고용이 확대되는 상황에서 고령자 빈곤문제가 악화되는 결과로 이어졌다. 이런 의미에서 영국은 고령자 고용확대라는 목표에는 성공했을지 몰라도, 노후소득 안정이라는 노후복지제도의 또 다른 목적까지 충족했다고 보기는 힘들며, 심지어 후자와 관련된 문제가 앞으로 더욱 더 심각해질 수도 있음을 배제하기 어렵다.

영문 초록

  this essay studies on the meaning and real possibility of the age-friendly employment policy as a effect aletrnatives to ageing problem, with being focused on Brithsh experience. this policy has a advantage that lessen labor force shortfall problem and dependency rate problem which is resulted from ageing, but it is necessory for realizaing it to remove or reduce the barrier to employment against older worker. To remove or reduce the barriers such as Incapacity Benefit and prejudice of employers, Britich Government itroduces the age-friendly employment policies such as "New Deal 50 Plus" and "Code of Practice on Age Diversity in Employment". But in process of implementing these policies, British Goverment has overeduced the welfare benefit and overflexibilitized the older labor markete, therefre resulted in the expansion of the older worker"s employment and the worsening of the elderly poverty. in this sense, even though the British age-friendly employment policies have succeded in the expansion of older worker"s employment and the stabilizing of the pension finance, have seemed to violate the another object of elderly werlfare system as a income-stabilizing
