국문 초록

  본 글에서는 1987년 한국사회가 민주화체제로 전환한 것을 계기로 복지부문에서 어떠한 발전이 있었는지를 정리해보고 그로부터 20년이 흐른 지금 복지정책의 지향점과 과제는 무엇인지를 밝혀보도록 한다.
  1987년 이전에는 정권안보와 경제성장의 도구적 차원에서 복지부문의 시혜적 발전이 있었다면, 1987년 민주화시대가 도래한 이후 본격적인 복지발전기를 맞으면서 DJ 정부와 노무현정부를 통해 복지제도의 전환기와 도약기를 거친 한국의 사회복지는, 그러나 동시에 미래의 복지발전을 위한 지난한 과제 역시 떠안게 되었다. 그것은 바로 양극화와 저출산·고령화라는 이중고이다.
  이는 87년 민주화 이후 정치적 민주화는 정착되었지만, 여전히 사회적, 경제적 민주화의 성취는 이루어지지 않은 결과라고 말할 수 있으며, 향후 한국사회경제의 발전을 좌우할 가장 극적인 과제가 될 것이다.

영문 초록

  The study is to elaborate the developments in the social welfare sector, and to clarify what is the vision and the task of the social welfare policy 20 years after the year of 1987, when the Korean society has transferred to the democratic system.
  If we say that there was the development in the welfare sector in the aspect of extending aid in the past, since the year of 1987, which the times of democratization started, Korea met the active development period in the social welfare under the DJ government and Roh Moo Hyun government. It was the times to take the leap and to stabilize the welfare system. However it reserved the burden, which was the polarization and the double torture of the low birthrate and aging population.
  The political democratization has settled since 1987 however, the social and the economical democratization have not yet accomplished. The most dramatic task, which will ultimately determine the future socio-economic achievement of Korea, would be the stabilization of the social and economic democratization towards the welfare state.
