1. CONTENTS
(1) RESEARCH OBJECTIVES
Recently, as an alternative to existing elderly welfare facilities in community housing, the apartment housing for the elderly, which gives synthetic considerations to welfare and medical care for the elderly as well as its housing purpose, has been proposed. This study inquired into improvement plan of legal system to enhance the apartment housing for the elderly supply.
(2) RESEARCH METHOD
This study was based on documentary records, referring to international and domestic studies, and collected the latest information using various methods such as internet searching.
(3) RESEARCH RESULTS
In current relations Act, there are two types of apartment housing for the elderly, which are "elderly welfare house" under the Elderly Welfare Act, and "national rental housing for the elderly" promoted by government. However, the elderly welfare housing has many problems including its significantly low supply and utilization rate.
The national rental housing for the elderly has been opera ted by government on trial basis since 2005, yet currently there is no legal basis for it. Thus, related provisions need to be stipulated in the law, temporarily called "the elderly housing security act", which is in process of enactment of legislation, also all existing laws relating to apartment housing for the elderly are required to be combined into f the elderly housing security act".
2. RESULTS
To solve housing problems for the elderly, policy has to be shaped to focus on housing in community, deviating from existing facility-centered one. And this requires revitalization of the apartment housing for the elderly, however, current legal system doesn"t support this.
For revitalization of the apartment housing for the elderly, it is necessary for all the elderly housing related provisions dispersed under other laws to be combined and then managed continuously by all the relevant government ministries through role assignment. It seems desirable to integrate provisions related to the elderly housing into tentatively called "the elderly housing security act", which is currently being pushed forward by government and to abolish the welfare housing the elderly under the Elderly Welfare Act.
