노인복지주택 활성화를 위한 정책 방향

국문 초록

  우리나라는 고령사회로 진입하게 되면서 사회적으로 심각한 노인문제가 발생되었다. 정부는 고령사회에 대비한 노인복지국가의 실현을 위해 무엇보다도 노인 주거권 보장의 중요성을 인식하게 되었다. 현재 복지주택수요에 대한 핵심적인 사업으로 ‘국민임대주택사업’을 추진하였지만 불균형 상태에 있으며, 공공부문에 의한 노인복지주택의 공급은 배제되어 있는 등 미흡한 수준에 머물고 있다.
  본 연구는 주거관리에 대한 거시적인 접근과 미시적인 접근을 동시에 고려하는 사회구성주의 접근(Social Constructionism) 방법을 접목하여 연구 분석틀을 만들었으며, 분석변수로는 노인복지주택에 대한 인식, 법ㆍ제도, 공급, 운영ㆍ관리를 제시하였다.
  연구 분석틀에 근거하여 작성된 노인복지주택 정책에 대한 설문을 통해 실증 분석을 하였다. 설문대상자는 수요자와 공급자(노인복지 담당공무원, 사회복지전문가, 노인복지관련 종사자)로 나누었으며, 설문 시기는 한 달 간 실시하였다. 이러한 연구의 분석 결과를 근거로 노인복지주택 활성화를 위한 정책방향을 제시하였다.

영문 초록

  As the Republic of Korea has entered the aging society, the government has seriously recognized that the resident rights of the elderly is essential to promote elderly welfare state. Recently the government introduced "public rental housing projects" to solve the elderly welfare housing problem. Since the demand of welfare houses is increasing very fast, their supply is too short.
  The purpose of this study is to suggest the policy direction for promoting welfare housing for the elderly. The approach of this study is to combine micro perspective and macro perspective of housing management, using Social Constructionism. Our analysis framework includes four variables - recognition, legal system, supply, and operating and management.
  This study used a survey analysis. Survey respondents are consumers and providers - public officials doing elderly welfare business, and social welfare professionals, worker working in elderly welfare houses.
