국문 초록

  범죄통계는 국정관리를 담당하는 정치가와 공무원, 관련학자는 물론 일반시민들에게도 매우 중요한 통계자료이다. 그럼에도 불구하고 현재 한국의 범죄통계는 그 내용이 빈약하고 신뢰도가 낮아 많은 불만을 받아온 것이 사실이다. 본 연구에서는 UN 등 국제기구가 일반적으로 제시하는 통계품질 결정요소 중 적정성, 정확성, 그리고 접근가능성의 측면에서 현재 경찰의 범죄통계 실태를 조사하고 개선방안을 제시하는 것을 목적으로 하였다. 통계업무를 담당하는 경찰관들과의 심층면접 결과, 경찰의 범죄통계는 CIMS라는 시스템을 중심으로 이뤄지며 입력내용의 부적절, 입력상 오류점검 시스템 부재, 생산된 정보수준 낙후, 공개수준 미비 등 통계품질 관리가 제대로 이뤄지지 못한다는 문제점들이 드러났다. 이에, 입력단계에서는 입력내용을 현 범죄상황에 맞게 재조정하고 입력상 오류를 줄일 수 있는 시스템을 개발하며, 생산단계에서는 통계전문요원을 배치하여 단순한 요약통계 외에 실질적인 범죄분석을 제공하도록 하는 한편, 생산된 범죄통계의 공개수준과 범위를 넓히도록 제안하였다.

영문 초록

  Crime statistics is essential data not only to politicians, public officials, and criminologists but also to the public. Contemporary Korean crime statistics however has not satisfied the customers due to small quantity and poor quality. By utilizing three key concepts including relevance, accuracy and accessibility that are often suggested as important indicators of the quality of statistics by the United Nations and other international organizations, this research intended to analyze the crime statistics system of the Korean police and in so doing to provide valuable recommendations. Interviewing police officers in charge of crime statistics revealed that the statistics has been processed through Crime Information Management System and it failed to maintain quality control due to plenty of problems including improper inputs, absences of error monitoring, poor quality of products, and limited accessibility. Suggested are: (1) to adjust input segments reflecting current crime situations and to develop an error reducing system at input stage, and (2) to provide more detailed crime information and analysis beyond simple summary data by hiring statistics experts.
