중국과 러시아의 대미 ‘연성균형’과 6자회담

국문 초록

  9ㆍ11 사태 이후 미국의 일방주의 외교정책은 지역적ㆍ세계적 수준에서 확대되어 나타나고 있다. 강대국으로의 부상을 계획하는 중국과 화려한 부활을 꿈꾸는 러시아는 미국의 일방주의적 외교정책을 견제하기 위해 다자주의적 해결을 강조하고 있다. 다자주의적 해결은 연성균형(Soft Balancing)전략과 궤를 같이 하는 것인데, 중국과 러시아는 냉전기에 구사하던 경성균형전략을 버리고 미국에 연성균형을 취하고 있는 것이다. 이 글은 중국과 러시아의 연성균형이 어떠한 형태로 나타고 있는지를 살펴보고, 지역기구라 할 수 있는 6자회담을 통한 중국, 러시아의 대미견제 사례와 UN을 통한 대미견제 사례를 분석함으로써 그것의 아시아 안보공동체로의 발전 가능성을 진단하고 있다.

영문 초록

  Since the 9/11 accident, United States" unilateral foreign policy has become regional and global phenomenon. China, in an attempt to become a global power, and Russia, who endeavors to redeem her glory, are pursuing a multilateral approach towards solving a global matter to restrain unilateral approach of the United States. Especially, a multilateral approach parallels to a soft balancing strategy. which is a strategic approach implemented by China and Russia. Such attempt clearly makes contrast to that of the Cold War era, when hard balancing strategy was the main approach. The purpose of this study is to analyze various forms of soft balancing strategies implemented by China and Russia. Simultaneously, the study will evaluate the possibility of an inception of Asian Security Community through the case studies such as China and Russia"s attempt to restrain the United States through six-party talks and through the United Nations.
