최근에 방과후학교의 필요성이 인식되고 있지만, 방과후학교에 대한 어느 정도의 기피와 부정적 견해가 있는 것이 사실이다. 그것에 대한 두 가지 중요한 이유가 있다. 첫째, 1996년-2007년까지 지난 12년 동안 방과후학교는 법률적, 제도적 지원 없이 실행되었다는 것이다. 둘째, 방과후 학교는 지역사회와의 체계적 연계 없이 실행되었다는 것이다. 즉, 방과후학교는 주로 학교를 중심으로 실행되었다. 이 연구는 방과후학교의 5가지 장애요인을 운영방식의 문제, 프로그램 운영의 문제, 강사 확보 및 관리의 문제, 물적 조건상의 문제 및 교육수요자 측면의 문제로 보았다. 이러한 문제점들을 개선하기 위하여, 방과후학교 정책의 환경과 장애요인들을 면밀하게 점검하였다. 그 다음에 그런 문제점들을 극복하기 위한 다양한 극복 과정ㆍ전략들을 구안하였다. 아울러, 향후 연구가 필요한 몇 가지 정책 연구 과제들을 탐색하였다. 이와 관련하여 연구자는 9가지의 정책 연구 과제들을 제안하고 설명했다.
영문 초록
Recently, though the necessity of after school is recognized, there are some escapes and negative opinions on after school. There are two important reasons for it. First, during the past 12 years, after school is implemented without systematic legal and institutional support. Second, after school is implemented without systematic connection with the provincial community. That is, after school is mainly implemented school-centered.
5 obstacles to the activation of after school include problems about implementation method of after school, program implementation, lecturer selection and management, physical condition, educational user. In order to solve these problems, first of all, the environment & obstacles of after school policy need to be monitored specifically. And then various process & strategies to overcome present obstacles have to be implemented. In addition to it, many policy oriented research tasks must be searched & researched. Also, 9 policy research tasks are suggested.
