국문 초록
이 연구는 제 7차 유치원 언어교육과정을 비판적 시각에서 검토한 것이다. 교육과정은 크게 국가 수준의 교육과정과 교실 수준의 교육과정으로 구분할 수 있는데, 국가 수준의 교육과정은 일반 교사들이 교실 수준의 교육과정을 원활하고 효과적으로 운영할 수 있도록 일반적인 기준과 지침들을 제공해야 한다. 기준과 지침을 제공하되 교사들이 국가수준 교육과정의 성격, 교육목표, 내용, 교수방법, 평가방법 등을 쉽게 이해하고, 이를 따를 수 있도록 전체적으로 잘 구조화하고 체계화하여 제시해야 한다.
제7차 교육과정은 우선 교육과정의 구조화와 체계화가 이루어지지 않아 교과의 전체적인 성격이 명확하게 제시되지 않았고, 그에 따라 영역 구분과 영역에 따른 학습 성취 기준이 제시되지 못했다. 따라서 일반 교사들이 무엇을 가르쳐야 할지 그리고 어떻게 가르쳐야 할지 쉽게 이해할 수 없다. 교과의 성격이나 학습 성취 기준이 명확해야 적절한 교육내용과 교수 방법이 제시될 수 있는데 7차 교육과정은 가장 우선적으로 해결해야 할 구조화와 체계화가 이루어지지 않았고, 교과의 성격 규명이 미흡하여 당연한 귀결로서 교육내용과 교수 방법들이 명확하게 제시되지 못했다.
교육과정은 고정불변한 것이 아니고 늘 새롭게 변모해 가야 하기 때문에 향후 교육과정 개발자들은 교과의 성격을 잘 아는 사람들과 현장의 교사들이 중심이 되어 교과의 성격을 먼저 잘 규명하고, 이를 체계화하여 교사들이 쉽게 이해하고 따를 수 있는 교육과정을 만들어내야 할 것이다.

영문 초록
This study is to review the 7th national kindergarten language curriculum. The national curriculum is a general guideline of what to and how to teach kindergartners. So the guideline should be precise and easily understandable statements about educational objectives, scope, standards, contents, teaching method, and assessment etc.
By reviewing the curriculum, I found it failed to present a clear structure and necessary components of the curriculum with relevant curricular perspectives. The main problem of the curriculum is that there is no division of scope and learning standards in it. The first task of the construction of the national curriculum is to structualize and systematize of it. And then, the contents to achieve the learning standards established should be arranged according to the scope. An overall problem of the 7th national curriculum is not to enable the teachers to understand and follow the guideline of the curriculum.
To develop a good quality curriculum, the characteristics of the subject should be closely examined and structualized first. And then the ideas, concepts, skills, and attitudes to foster should be selected and well arranged.
