This study is to understand the viewpoints toward youth prostitution in Britain, activities enforced for the youth and its outcomes, and intervention strategies, furthermore, to grasp suggestions achieved by experiences and efforts by examining and analyzing, in particular, a Crime Reduction Programme report and a Coordinated Prostitution Strategy that have greatly affected policies and services of youth prostitution.
Britain’s experiences and efforts have plenty of meanings to those of Korea in developing and applying policies and services of youth prostitution. First, youth prostitution should be dealt with the view of abuse and sex exploitation along with the changes of perception. It needs to be treated differently from adults’ one and a social welfare approach should be made to handle it. Second, a revision of laws related to youth prostitution and a communication system have to be established. Third, prevention programmes in regard to a runaway from home, poverty, and abuses are to be introduced. Fourth, it is also needed to introduce programmes such as reinforcement of outreach, placement of youth counselling specialist, expansion of drop-in centers, intervention for boys who are in danger as to youth prostitution. Fifth, continuous and mutual cooperation among concerned institutions is necessary to get the youth to free from youth prostitution and take care after that. Sixth, practical use of “Division and Punishment of code number 4” and establishment of supporting network between communities are critical to help them, too.
