국문 초록

  본 연구는 미국의 장애영ㆍ유아의 전이 프로그램 구성을 위한 전략들을 분석하여 소개함으로서 우리나라의 장애 영ㆍ유아의 전이를 위한 프로그램 개발에 이론적ㆍ실제적 기초를 제공하고자 하였다. 이를위해 미국의 연방정부와 주정부차원에서 장애영ㆍ유아를 위한 성공적인 전이를 위해 실행하고 있는 법령 P. L 94-142에는 장애영ㆍ유아를 위한 개별화프로그램, P. L.99-457에는 가족을 위한 프로그램, 그리고 IDEA에는 전이를 위한 계획 등을 분석하였다. 그 결과 장애영ㆍ유아를 위한 전이계획에는 첫째, 장애영ㆍ유아와 부모를 위한 전이과정에 필요한 정보를 제공한다. 둘째, 장애영ㆍ유아가 변화하는 새로운 환경과 교육에 적응 할 수 있도록 준비를 제공한다. 셋째, 병원기록을 포함한 학습발달 기록 등 장애영ㆍ유아에 관한 모든 기록을 새로운 프로그램에 보낸다. 넷째, 장애영ㆍ유아의 부모는 전이를 위한 과정에 관한 스케줄을 제공받는다. 다섯째, 전이계획에는 이전의 중재서비스를 포함하여 새로운 학교에서 시작될 형식적인 전이계획에 관한 서비스 등을 포함하고 있다. 끝으로 전이는 유아, 가족, 교사, 그리고 전이프로그램의 팀원들이 모두 적극적이고, 긍정적으로 협동하여 효과적인 경험을 이루도록 계획하고 준비를 할 때 성공적이 될 수 있다.

영문 초록

  The purpose of this study was to provide information and specific transition programs in the United States to support the optimal participation to preschool from home setting young children with special needs. Firstly, Federal law requires a formal and planned transition process for toddlers with disabilities. Part H of the individuals with Disabilities Education Amendment(IDEA) of 1986 (PL.99-157) requires that children with disabilities from birth to three receive early intervention services to address their special needs. It also mandates the development of an individual Family Service Plan (IFSP) for families and their children with disabilities. Secondly, A change in programs can be especially stressful for families-routines and schedules are altered, new relationships are established and old ones relinquished. Attendance at meetings is necessary as well as helpful in establishing new objectives and expectations for their son or daughter. Successful transitions can be accomplished. They require, however, adherence to what we identify as the three Cs: Collaboration, Communication, and Comprehensive planning with families. Thirdly, Transition Strategies must be adapted to address different types of services and systems and meet the needs of the range of children and families served in terms of cultural, linguistic, ethnic, racial, and socio-economic backgrounds.
