1. CONTENTS
(1) RESEARCH OBJECTIVES
In order to activate urban development by private sector and respond to various demands for urban land, the Urban Development Act was established in January and implemented in July 2000. However. urban development projects by private sector are not promoted as actively as expected, and the Act"s intended goal of the creation of diverse and sustainable urban environment remains far from attainment.
This study is apposite to the cases in that it tries to identify the problems with the current system and the operation of the inactive urban development projects by private sector, and to find ways to promote the projects.
(2) RESEARCH METHOD
It surveys for three cases of private urban development projects that aim to improve the housing environment. The interview survey items are process of projects, land use plan, financial problems.
(3) RESEARCH RESULTS
According to the analysis of the cases, the cost burden at initial stages of the projects is heavy, various consultative and deliberate processes are unpredictable, and urban development institutions needed for the consistent management of the completed projects are lacking.

Urban development by private sector should be activated because private sector supplies 50% of demand of land for housing until 2012. The Urban Development Act should improve to simplify and to clear. And the projects procedures should be streamlines after implementation process is monitering and reviewed.
