영문 초록

  Police departments need to establish an effective partnership with the community in the ear of community policing. Police corruption is the most damaging issue that influences mutual trust and understanding between public and police, the very foundation of the police-community partnership. The most prevailing and adverse issue of police corruption is officer accepted or solicited gratuities. In all the countries of the world, in the course of history, it seems that police have more often accepted gratuities than not. Ironically, some police officers do not think there is anything wrong with accepting or soliciting gratuities; some of them even take it as an excepted part of the occupation. Up to now, there is mush research on police corruption, but few studies concentrate on the issue of gratuities. To she some lights on this issue, this paper surveyed 112 police officers in Taiwan. The main purposes of this paper are three folds: (1) to provide a more accurate profile on the issue, (2) to make sense of why police gratuity is unacceptable, and (3) offer a recommendation dealing with the problem of police gratuity.
