특수교육 정책 수립의 추진 과정과 실적 분석 - 제2차 「특수교육 발전 종합계획(’03～’07)」을 중심으로

국문 초록

  이 연구의 목적은 현재 정부에서 추진하고 있는「특수교육 발전 종합계획(’03～’07)」의 추진 성과를 분석하여 향후「특수교육 발전 종합계획(’08～’12)」에 반영해야할 과제 및 요인에 대한 기초 자료를 제공하는 있다. 이를 위하여 현행 「특수교육 발전 종합계획(’03～’07)」의 수립 과정 및 계획에 반영되어 있는 4대 영역 15개 정책방향의 50개 정책과제에 대한 최근 3년간 추진 성과를 분석하였다. 연구결과 추진 완료(12개 과제) 및 정상적인 추진(16개 과제) 과제는 전체의 56%(28개 과제), 추진이 미흡한 과제는 44%(22개 과제)로 다소 미흡한 실정이나 추진이 미흡한 과제 중 향후 2007년까지 정상적인 추진이 가능할 것으로 분석되는 7개 과제를 포함하여 총 70%(35개 과제)의 시행이 예측된다. 따라서 2007년까지 추진이 어려울 것으로 예상되는 15개 과제 중 2개 과제는 특수교육진흥법에 반영하여 시행하고, 재검토가 필요한 3개 과제를 제외한 10개 과제는 향후 지속적으로 추진해야할 과제로 분석되었다. 그리고 향후 특수교육 발전 계획 수립에 중점적으로 고려되어야할 요인으로는 ‘교육자치시대에 따른 중앙과 지방으로 구분한 정책과제 제시’, ‘특수교육 대상자의 생애단계별 교육지원 체제’, ‘통합교육 지원체제 확충’, ‘특수교육 환경 확충’, ‘지역중심 특수교육 서비스 지원체제 조성’, ‘특수교육교원 전문성 증진’을 제안한다.

영문 초록

  The purpose of this study is to offer the base data on primary tasks and factors for the 「Comprehensive Plan for Development of Special Education("08-"12)」through analysis about establishment processes and implementation results of「A Comprehensive Plan for Development of Special Education("03-"07)」of government.
  To accomplish the purpose, this study analyzed a establishment processes and implementation results about 50 political task of 15 political direction in 4 areas of 「A Comprehensive Plan for Development of Special Education("03-"07)」until a recent for three years.
  The results of this study, a 12 finished tasks and 16 normalcy implementation tasks is 56% of totality, 22 tasks not quite satisfied implementation is 44%, and the totality is not quite condition under the present condition. but 7 tasks will carried out by the 2007 years. That is, 「A Comprehensive Plan for Development of Special Education ("03-"07)」predict the attainment of totality 70%. Therefore, difficult 2 tasks among 15 tasks is carry out reflecting on Special Education Promotion Law and 10 tasks except for 3 tasks need reexamine is analyzed on implementation tasks continuous from now
  Consideration factor in priority on 「A Comprehensive Plan for Development of Special Education("08-12)」 is as follows. Those are presentation divided policy task national and local government for education self-administration period, establishment of support system for lifelong education for students with special needs, expansion of inclusive education support system, improvement of special education environment, magnification of a community-based special education support system, extension of a specificity of special education teachers etc.
